Merchants at a notorious "traffic trap" in a California city claim that the traffic enforcement campaign means lost business for area businesses.
A city ordinance is designed to reduce the number of commuters cutting through a wealthy neighborhood during rush hour by making turns illegal during certain hours. Traffic is down in the well-to-do neighborhood, but area motorists and some of the merchants who serve them are frustrated by this and other "traffic calming" laws:
